PROFILE OF THE ADOLESCENT PREGNANCY PREVENTION COALITION OF NORTH CAROLINA
The Adolescent Pregnancy Prevention Coalition of North Carolina (APPCNC) is a non-profit, United Way agency based in Chapel Hill. A statewide 24 member board of directors that includes representation from the Western, Central and Eastern parts of the state governs APPCNC. APPCNC was started by a task force of the United Way in 1974 and began its operation as a non-profit in 1985. For the first 12 years, the organization was based in Charlotte.
MISSION & PURPOSE: APPCNC’s mission is to support North Carolina communities in preventing adolescent pregnancy through advocacy, collaboration, and education. The organization’s purpose is to assist groups, communities, professionals and individuals in organizing and implementing programs to prevent adolescent pregnancy. The organization provides local, regional and statewide educational training programs and an annual symposium in conjunction with the Division of Public Health, Family Planning and Reproductive Health Unit of the Department of Health and Human Services. It provides resource materials for professionals and volunteers, coordinates statewide advocacy and public policy development, conducts research and data analysis to facilitate prevention strategies, and maintains an extensive repository of materials, curricula, books, pamphlets, brochures, videos, and state and national reports on adolescent pregnancy prevention. The Adolescent Pregnancy Prevention Coalition of North Carolina is the only statewide organization that works to develop and sustain pregnancy prevention initiatives in local communities throughout North Carolina.
Major Programs and Activities:
Technical Support – In FY 2005-2006, APPCNC provided more than 2,400 instances of teen pregnancy prevention technical support and assistance to healthcare, school-based and youth-serving providers. In addition to on-site visits and responses to queries by telephone calls, e-mail messages and faxes, the technical support represents approximately 15 instances per day.
Training – In FY 2005-2006, APPCNC trained 574 individuals in teen pregnancy best practice techniques. Through training sessions, APPCNC works to ensure that individuals working with the state’s teenagers in preventing pregnancies are employing best practices and are maximizing effectively the limited dollars that are available to pregnancy prevention programs.
Resources – In FY 2005-2006, through APPCNC's Resource Library, 73 teen pregnancy prevention resources such as nationally evaluated curricula, videos, and books were provided to programs/individuals across the state of North Carolina. These resources are provided to healthcare, school-based and youth serving providers at no cost. APPCNC packages pregnancy prevention statistics and data in a manner that makes such information convenient and more accessible for local prevention programs where staff members have to devote all of their time to providing direct services yet depend on pregnancy prevention data and information to guide their program. (The Resource Library contains over 3,000 pieces of prevention materials that are kept as up-to-date as possible.) APPCNC’s website, which features county-level teen pregnancy statistics and information on the various trainings we offer, attracted over 15,000 unique visitors in 2006.
Program Development and Promotion – The most recent program developed by the APPCNC is the Hispanic Outreach Project. Since 1999, APPCNC's Hispanic Outreach project has trained over 400 North Carolina health and human service providers on effectively working with Hispanic youth and families to prevent teen pregnancies. APPCNC has been instrumental in the start-up of seven programs that target Hispanic youth and more are in planning stages. APPCNC's Hispanic Outreach project has been recognized by national organizations as a leader in Hispanic outreach and serves as a model for other states' coalitions on teen pregnancy prevention.

- Grant-in-Aid -- $150,000 (The state grant is approximately 22 % of APPCNC's budget, and the source of funding for the grant was entirely state funds until 2003 when the funding source was switched to TANF funds, and in later years to the Maternal & Child Health Block grant funds.)

Maximizing and Leveraging Grant-in-Aid Appropriated by NC General Assembly – Although only 22% of APPCNC’s budget is appropriated by the General Assembly, that sum leverages other resources through national, state and local partnerships through which technical support and resources are provided to local programs. APPCNC has a project, funded by the Public Welfare Foundation, which aims to cultivate grassroots prevention efforts by providing intensive technical assistance and mini grants to 9 counties at $10,000 each and 2 counties at $5,000 each. As part of a collaborative agreement with the CDC, APPCNC is providing intensive technical support to 5 counties. Through the course of the CDC agreement, APPCNC hopes to significantly impact 15 to 20 counties, sensitize practitioners around the state to the importance of using programs that work, and promote the practices that make choosing an effective program more likely.

Each $1.00 provided by the state to APPCNC results in $2.79 additional dollars being raised and used for North Carolina teens.
